Walter "The Papermaker" Flemming is a recurring character on TNT's Snowpiercer. He is portrayed by Gary Hetherington. A juror on the LJ Folger tribunal and a supporter of Andre Layton's revolution, he is later executed for his actions.

Little is known about Walter's past, other than he is one of many third class passengers aboard Snowpiercer.

In Justice Never Boarded, he was randomly selected as a juror from the 3rd class. Along with Edith Gusterfeld from the 1st class and Miss Gillies from the 2nd class. He casted his vote that LJ is guilty, making the results unanimous.
